    Portugal of course, almost 100 years before any other europeans including the spanish.
    The discovery of Madeira island in the Atlantic was the first discovery in 1418, although officially the first enterprise of the massive national plan of exploring drawn by Prince Henry the Navigator started in 1415 with the takin gof the moorish strategic harbour city of Ceuta.

    It’s a toss up between Spain and Portugal. I’m siding more with Spain though..
