Is It Unsafe To Stay In Backpacker Hostels When Travelling Overseas?

I have stayed in many of these backpacker places while travelling overseas. Although they are cheap the conditions were dangerous. no smoke alarms. no emergency exists. some of the backpackers were injecting drugs. some were drunk and dashing bottles in the rooms.
why do governments allow such unsafe places to continue operating?

Maybe the government is too far to get through that backpacker. You’re the one that has responsibility of reporting it.
